This meeting will provide attendees an opportunity to learn about the Employment and Training Administration's (ETA) new Workforce Innovation and Opportunity Act (WIOA) State Performance Adjustment Tool.
ETA staff have developed a tool that adjusts states’ levels of performance based on actual annual results, participant characteristics, and economic conditions in accordance with WIOA statutory requirements. The tool incorporates data from the PY 2017 Annual Report (ETA-9169), which contains complete results for the second quarter after exit indicators of performance (i.e., employment and median earnings). This tool’s outputs will be used to assess state performance and will be factored into future negotiations. Refer to the following website for more information on the target negotiation process:
By analyzing the latest available annual data, the WIOA State Performance Adjustment Tool adjusts the state’s negotiated levels of performance to determine performance success for the program year, as well as to inform subsequent performance negotiations.
- provide an overview of the tool;
- walk through how to use the tool with step-by-step instructions;
- discuss the tool’s methodologies, calculations, and data; and
- address data anomalies that surfaced through analysis.
State representatives will be given an opportunity to discuss how the tool works, the ways they can incorporate the tool into their state’s target-setting process, and how to use it to improve their understanding of state data trends.
